Is there a good drugstore eyeshadow/lid primer around?

As in cheaper than Urban Decay's Primer Potion or Too Faced Shadow Insurance? I've heard both are great, but I'd like to see if there's a cheaper one out there that still works. Any ideas?

I haven't found any at all for the eyes. I do use the avon face primer and it wasn't bad when I also used it on my eyes. I use the urban decay now. It was worth the $$ *脺*
