Well, it depends on your eye color more than skin color. If you have a deeper skin color then you use more intense colors, but since you have fair skin, you would use a lighter, more subtle color.
Blue eyes- light pink and subtle whites
Green eyes- purple, light browns and pinks (I have gren and I know for a fact that purple makes them POP)
